Five phases, ten weeks, three public moments. Phase 1 hardens the foundation. Phases 2–4 are the launches themselves. Phase 5 measures everything.

Linear assigns one owner per issue, but the RACI labels (raci-r-*,
raci-a-*, raci-c-*) tell the real story. This view derives
the responsible owner from those labels — who actually has to ship the work.
Items that gate downstream launches. Launch-blocker means a public moment can't ship without it. Decision needs an owner to choose; approval needs counsel/leadership sign-off; needs-review is sitting in a queue.
